General Information

The Cultivator is the undergraduate policy journal at Rice University. It's completely student-run through the Baker Institute Student Forum. The Cultivator has short-form and long-form components.

Blog Submission Guide

Short-form articles should include:

  • Research question/issue – choose anything that's important to you and relevant today!
  • Theory and background issues
  • Hypothesis and/or policy change
  • Rationale for change
  • The way forward and what to expect in the future
  • A list of links to sources you used

  • 1000 words or fewer

Publication Submission Guide

Long-form papers should include: 

  • A policy proposal that focuses on laws of public regulations
  • Diverse academic sources, cited using footnotes
  • An abstract, background information, an analysis of why current policy is inadequate, an analysis of the appropriate course of policy action and its benefits and possible drawbacks, and a bibliography
